Registration for General Conference 2026 will open sometime in January 2026 and will be through the IPHC National Office, not the NCIPHC Conference Office. 


International Pentecostal Holiness Church

30th General Conference | July 15-17, 2026 | Mobile, Alabama

Regardless of your attendance, please be in prayer for the General Conference. The IPHC will be electing new leaders and making important decisions for the next four years.

Requirements to be or send delegates include being in good standing with whatever level of the IPHC they are members. This includes regular tithing according to the level of membership.

Lay Delegates representing local churches must be certified by the Local Church and names submitted to the Conference Ministry Center no later than December 5, 2025.

See below for calculations for the number of lay delegates allowed from each local church.

Clergy delegates and spouses do not count toward allowed number of lay delegates from a church.

B. Membership of General Conference

1. The General Conference voting membership shall be composed of the following

International Pentecostal Holiness Church delegates:

a. Members of the Council of Bishops and spouses

b. Former General Executives and spouses

c. Senior pastors and spouses

d. Military chaplains and spouses

e. Ordained clergy (active or retired) and spouses

f. Licensed clergy (active or retired) and spouses

g. Voting members of all General-level and conference-level councils and committees and their spouses

h. Members of General Conference committees

i. Missionaries and delegates from foreign countries certified by the World Missions

Ministries Council based on criteria approved by the Council of Bishops Executive Committee

j. Representatives of other fellowships/organizations certified by the General Superintendent

k. Church delegates to the General Conference based on the following policies:

1) Only Member Churches that comply with the church tithe are allowed to send church delegates to a General Conference.

2) The number of delegates a church is allowed to send to General Conference is based on the church’s composite number. Member Churches may send one delegate per 25 composite number or major fraction thereof. A Member Church with 25 members or fewer will qualify to send one delegate.

3) The composite number is the average of:

a) Church membership at the end of the most recent calendar year (For the purpose of calculating a church’s composite number, the church membership shall not exceed 200 percent [200%] of the primary worship service[s] annual average attendance.)

b) Primary worship service(s) annual average attendance

2. Except for purposes of paragraphs i. and j. above, all delegates to the General Conference must be active members of the International Pentecostal Holiness Church.

3. Except as indicated in paragraphs i. and j. above, all delegates to the General Conference shall be certified by their respective Conference Executive Councils.

C. Local Churches

1. Based on the biblical tithing principle, local Member Churches shall send a church tithe (10 percent) monthly, along with their regular report, to their conferences on their tithes and regular offerings.

2. Member Churches shall not divert tithes into building funds or other special offerings to avoid contributing church tithe.

3. In addition to the church tithe, Member Churches are encouraged to support additional essential ministries through voluntary designated giving.

How to Determine the number of Lay Delegates allowed from your church.

A. Church Membership at the end of 2024 = __________ (this number can not be more than 200% (double) the number of B. below)

B. Average Worship Attendance for the last 12 months (November 2024 through October 2025) = ___________

C. The AVERAGE of A. _________ and B. _________ = C. _________

D. Lay Delegates allowed: C. _________ divided by 25 = D. _________ Delegates.

A Member Church with 25 members or fewer will qualify to send one delegate.

EXAMPLE 1:
A. Church Membership number at the end of 2024 = 123 (this number can not be more than 200% (double) the number of B. below)

B. Average Worship Attendance for the last 12 months (November 2024 through October 2025) = 55

C. The AVERAGE of A. 110 and B. 55 = C. 82.5 (110 + 55) divided by 2)

The COMPOSITE NUMBER is 82.5

D. The number of Lay Delegates allowed: C. 82.5 divided by 25 = D. 3.3 Delegates.

This church is entitled to three (3) Lay Delegates.

A Member Church with 25 members or fewer will qualify to send one delegate.

EXAMPLE 2:

A. Church Membership number at the end of 2024 = 68 (this number can not be more than 200% (double) the number of B. below)

B. Average Worship Attendance for the last 12 months (November 2024 through October 2025) = 43

C. The AVERAGE of A. 68 and B. 43 = C. 55.5 (68 + 43) divided by 2)

The COMPOSITE NUMBER is 55.5

D. The number of Lay Delegates allowed: C. 55.5 divided by 25 = D. 2.22 Delegates.

This church is entitled to two (2) Lay Delegates.

A Member Church with 25 members or fewer will qualify to send one delegate.

EXAMPLE 3:

E. Church Membership number at the end of 2024 = 423 (this number can not be more than 200% (double) the number of B. below)

F. Average Worship Attendance for the last 12 months (November 2024 through October 2025) = 462

G. The AVERAGE of A. 423 and B. 462 = C. 442.5 (68 + 43) divided by 2) The COMPOSITE NUMBER is 442.5

H. The number of Lay Delegates allowed: C. 442.5 divided by 25 = D. 17.7 Delegates.

This church is entitled to 18 Lay Delegates.

A Member Church with 25 members or fewer will qualify to send one delegate.
